发展普惠(huì )托(tuō )育(yù )服(fú )务,要(yào )充(chōng )分调动社会力量(liàng )积极(jí )性,而社(shè )会力量往往(wǎng )面临(lín )高成本压力,需要建立合理的成本分担机制。中国宏(hóng )观(guān )经济研究院(yuàn )社(shè )会(huì )发展所研究员张(zhāng )本(běn )波提出(chū ),一方面(miàn ),要(yào )加(jiā )大(dà )政府投(tóu )资力(lì )度(dù ),提高托位建(jiàn )设补贴标准,进一步降低普惠机(jī )构开办成本(běn );另一方面,采取公建(jiàn )民(mín )营(yíng )、运营(yíng )补贴、奖励(lì )补助、购买服(fú )务(wù )等(děng )多(duō )种方(fāng )式(shì ),降低普惠(huì )机构运营(yíng )成本。
